Kenneth Roy Feinberg is an American lawyer who practices mediation and alternative dispute resolution. He was born on October 23, 1945. He was Senator Ted Kennedy’s Chief of Staff, Special Master of the Government of the United States September 11 Victim Compensation Fund and Special Master for TARP Executive Compensation.
Feinberg also managed the BP Deepwater Horizon Disaster Victim Compensation Fund, which was set up by the government. Additionally, the Commonwealth of Massachusetts appointed Feinberg to manage the One Fund, a victim assistance fund established following the 2013 Boston Marathon bombings.
General Motors hired Feinberg to help with the recall response, and Volkswagen hired Feinberg to oversee the U.S. compensation of VW diesel owners affected by the emissions scandal.

In July 2019, Feinberg was hired by The Boeing Company to oversee the distribution of $50 million to families of 737 MAX crash victims.

Life and career
Feinberg was born in Massachusetts’ Brockton. In 1967, he graduated from the University of Massachusetts-Amherst with a Bachelor of Arts degree, and in 1970, he graduated from the New York University School of Law with a J.D.He spent five years as a prosecutor for the U.S. Attorney General and as Ted Kennedy’s administrative assistant and chief of staff.
He was a founding partner at the Washington office of Kaye Scholer LLP prior to establishing The Feinberg Group, which is now the Law Offices of Kenneth Feinberg, in 1993.
In cases such as the DES Cases, the Agent Orange Product Liability Litigation, and the Asbestos Personal Injury Litigation, Feinberg was appointed by the court as the Special Settlement Master.
In addition, Feinberg was one of three arbitrators who determined the Zapruder film’s fair market value and was one of two arbitrators who allocated legal fees in the Holocaust slave labor litigation.
He previously served as a Lecturer-in-Law at several U.S. law schools.
The John F. Kennedy Library Foundation’s Chairman of the Board of Directors was Feinberg.
